Meter locations and asset details

An asset inventory depends on consistent fields and traceable locations. Savannah’s purchasing record set out what its water-meter survey would collect and how the data would feed the city’s asset inventory.

Agree the data specification first

Define coordinate requirements, attributes, photographs, exception records, file format and acceptance testing before collection starts. Keep required accuracy and achieved accuracy separate in every project report.

Programs we’ve worked on

Savannah’s contract covered about 29,000 water-meter sites. The city hasn’t published the accepted results or the accuracy achieved.

How a program runs

Each phase is agreed with the utility. Durations, staffing, service levels and acceptance rules depend on the contract.

  1. Agree the scopeSettle the asset types, service area, responsibilities and acceptance rules before any field work is assigned.
  2. Plan access and routesSet priorities, customer notices, appointment needs and escalation contacts with the utility.
  3. Do the field workWork to the agreed scope and record the asset information the utility needs.
  4. Review exceptions and dataAgree how incomplete work, access problems and records are reviewed with the utility.
  5. Close outReconcile accepted work and flag any follow-up service or maintenance.

Common questions

Straight answers for utility teams. Customers with a question about an appointment should start with their utility.

What GIS field data does UPA collect?

Savannah’s contract called for GPS locations, photographs, endpoint or radio type and visual site details at water-meter sites. Other assets and attributes can be added in your scope.

Can an AMI installer collect meter-location records?

Yes, if the data requirements are written into the installation or survey scope. Savannah’s data contract was a separate job; not every AMI program is a GIS project.

What accuracy has UPA achieved?

Savannah’s specification called for sub-meter GPS. A specification isn’t proof of the accuracy achieved, and the accepted results haven’t been published.

Can UPA deliver data into Esri or CityWorks?

Savannah’s contract fed data into CityWorks. Confirm current software, export formats and integration with us; UPA doesn’t claim Esri partner status.

Does UPA have pole and transformer GIS inventory references?

Not yet. Savannah’s work was meter-specific. Pole or transformer inventories need their own reference and delivery specification.

What safety and qualification records should a utility ask for?

Ask for current licenses for the work and the state, insurance and bonding documents, crew training records, and EMR, TRIR and DART figures with their dates and definitions. Ask us for the current documents that match your scope.
