What does Utility Partners of America (UPA) do?

UPA is a utility field-services contractor based in Greer, South Carolina. We install and service electric, gas and water meters, and we also do private locating, lighting, distribution work, call-center support and material management.

Is UPA a System One company?

Yes. Utility Partners of America has been part of System One since 2009. UPA was founded in 1997.

Who is UPA’s Chief Executive Officer?

André E. Foster has been Chief Executive Officer since July 2025. Todd Stone is President and Founder.

Which smart meter programs has UPA worked on?

Public utility and regulator records name UPA on programs including LG&E and KU, National Grid in Massachusetts and upstate New York, SMUD, Unitil and several city utilities. Our track record links each program to its sources.

Are all the numbers in UPA’s track record meters UPA installed?

No. Each program says whose number it is: UPA’s own count, a total for every installer on the program, or a contract award. When a total covers several installers, UPA’s share isn’t published unless the source gives it.

Does UPA do 811 locate-and-mark?

No. We offer private utility locating and checks of existing marks. Talk to us about the private-locating scope for your site.

How can a utility get UPA’s safety and qualification records?

Contact us with the work you’re planning, the location, the reporting periods and your prequalification requirements. Current safety figures, licenses, insurance and training records should be reviewed for that specific program.

How can I check that a meter technician or appointment is genuine?

Call the number on your utility bill or use your utility’s official program page. Your utility can confirm its contractor and the scheduling, access and ID rules for its program.

Does UPA offer contract meter reading during an AMI changeover?

Yes, meter reading is one of our services. Ask us about routes, meter types, access, reporting and references for your changeover. We don’t yet publish a reading reference, so ask for one that fits your scope.

Can UPA collect meter-location GIS data?

Yes. In 2020, Savannah awarded UPA a contract to collect GPS, photographic and endpoint data at water-meter sites. Finished counts, accuracy results and system integrations should be confirmed for your program.

How do I apply for a job at UPA?

Go to the Careers page and select View open positions. Each posting lists its location, requirements and how to apply.
